I was wondering if there is any information I can get regarding portable cameras. It appears the feds have shown some interest  in operation center usage with portable cameras to view construction or incident areas. If there is anyone on the ITE committee who could comment and maybe share some thoughts good or bad I would really appreciate it. Thanks

Washington State DOT is testing two vehicle mounted portable cameras for incident management. At this time only one is  operational. There have been some problems with the cellular  modem connections. Connections are sporadic and unreliable. The picture received is of good quality and all other camera functions are operational. These cameras have pan, tilt, rotation, and zoom capabilities. The equipment hardware being used has been very durable so far. Testing is just getting under way, so data is slim at this time.

The Division of Traffic Engineering of the Lexington-Fayette Urban County Government (Lexington, Kentucky) received an ISTEA grant in November, 1992 to provide local and state police with electronic total stations (advanced land surveying equipment) for use in accident investigation.  Land surveyors and professional engineers had been using the technology for 15 years and was very applicable to collecting data from traffic incidents. 

The application of this technology to police work provides numerous benefits to the motoring public, police accident investigators and traffic engineers.  The benefits for the public include a decrease in the number of secondary accidents that result from reducing the road closure time, a decrease in fuel and other highway user costs, and a decrease in motorist frustration caused by sitting in congested traffic. The benefits for the investigators include an increase in personal safety as use of the equipment minimizes exposure to traffic, an increase in data accuracy and completeness, a decrease in investigation and road closure time, and the production of better accident reports.  The traffic engineer benefits through  better managed traffic flow by less lane closures and incidents. 

Data collection is enhanced by twice the number of measurements in one half of the time.  Coupling the total station equipment with a plotter, computer and printer allows for the production of scale drawings for each collision in a fraction of the time the traditional coordinate method takes. 

Initially, the Lexington Police received 2 total station units and the Kentucky State Police received 3 units.  They received 40 hours of in-class and hands-on training prior to actual use in the summer of 1993.  Currently, all 16 state police posts in Kentucky have these units to share between officers in accident investigations.

A meeting of the full ITE Traffic Incident Management Commitee will be conducted from 2:30-5:30 pm local time on Monday, August 2 in the Pavilion 2 Conference Room at the Las Vegas Hilton.  A complete agenda for this meeting will be provided by mid-July.  

Tentatively, the meeting will consist of the following parts:

1.  Introductions & Informational Presentations
2.  Overview & Discussion of the 1999-2000 Committee Action Plan
3.  Breakout Task Force Discussions
    - National Transportation & Public Safety Coalition Proposal
    - TIM Peer Network Support Contract Proposal
