One minor comment on the telecom minutes, please change the item:

SAE has finished all MAYDAY standardization Mtg. At end of September in Germany to develop standards for Europe.

SAE has finished all MAYDAY standardization and has published the standard as US Std J2313.  A meeting will be held at the end of September in Germany with other worldwide vehicle mayday manufactures to discussion how to best  harmonize international use of these messages and their use in incident management.  Kelley will attend and report back.

Greetings to All,

Sorry I missed the teleconference on 9/2/99. Unfortunately, I had a conflict that I could not resolve.

I did make a presentation to the FHWA Regional Incident Management  Conference last week in Dallas on behalf of the ITE TIM Committee. There were approximately 170 attendees from around the State of Texas (several out of State attendees as well). I promoted our committee work, goals and objectives. I also asked for volunteers and assistance (especially from the public safety perspective). I did list our web-site and e-mail reflector as well. John Corbin/Steve Cyra......I need to discuss "targeting" a few of the attendees for our leadership committee.

Evidently, there is a COMCARE seminar planned in Florida.  I believe that it is an event with local objectives (i.e. not intended to serve as a national symposium).  Two quick questions:


1.  Jeff Hannah, any more insight into the schedule and purpose of this Florida event, and will COMCARE consider offering these elsewhere across the country?  Seems like this E911-oriented event could bring some key public safety players towards the ITS table. 

2.  Other refectories, do you have any examples of successful conferences or working events that have been conducted in your local area to precipitate dialogue with the Public Safety Answering Point (PSAP) people, emergency service comm. center operators, and the National Emergency Number Association (NENA) contingent?

John, as requested in your 9/15 e-mail, spent a few minutes on the train scanning the initial draft related to "Initiating a National Public Safety & Transportation Coalition".  Interesting perspectives provided in the draft.  My regards to the small task force who took the time to draft this report, first cut. 

It looks good.  Only perspectives I have are related to format and structure to present the current issues in a context that compels the reader to understand the need for a national level dialog on certain issues based on the problems defined.  These will be high level comments, from the perspective of a practitioner/transportation professional.  In effect, these are my individual comments, and should not be considered the perspectives or position of FHWA: 

1.  Status Quo:  May want to consider changing this heading, is this background, history, current practice, etc.?  Disagree with sentence 2, would recommend removing or substantially revising.  The context of this sentence does not fit with the first sentence.  The strategic planning for the deployment of ITS, and the subset of development of standards (which is a different process altogether), are only one of a number of components that influence incident management and provision of emergency services.  If the focus of this coalition is to be only on ITS and the integration of public safety into this arena, state it specifically.  Also differentiate between strategic planning that is referenced and what is the intended focus of this effort.  Is the focus only ITS?  Is it related to transportation related incident management? 

Based on the desired focus, clearly define what the problem is?  The first sentence identifies a deficiency, but does the reader understand why a local problem related to cooperation and coordination relates to where your proposal is heading?  Based on that problem, is it apparent that something on a national level is needed to address the identified problem or the focus that will be later defined?

Based on a defined focus, would suggest that additional information be added that focuses reader for the next section titled proposal.  based on the first paragraph, I as a reader was not bought in what is your problem, what is missing, why can't someone who is doing something similar address this issue, etc.  Would suggest subsequent paragraphs as you determine appropriate to address what are the current professional organizations that address similar issues, what is their focus/charge, what is their role related to the desired context of this coalition (referenced in previous paragraph), what are the
gaps that exist?  Why has this not been done in the past? 


2.  Underlying issues.  Some of the information that addresses the issues identified above are located in this section and the following (Need).  Would suggest in the reformatting that it is clear what are the local issues, what are gaps in practices that warrant discussion by national professional organizations, what is the intended influence and outcome of this dialog, why has this dialog not occurred given these groups, how will the proposed coalition will meet the identified deficiencies and efforts influence the practices at the local level where the identified problem exists.

Good first start.  Look forward to the next version.  Give me a call if you need clarification or additional information related to these comments.
