Tip's paper addresses issues
associated with Public Safety and Transportation Systems Integration, and
was previewed by the TIM Committee in Las Vegas in August. The paper
provides an excellent overview of issues of common concern to the
Transportation & Public Safety communities. Tip also lays out a very
helpful 4-tiered structure for defining transportation/public safety
levels of integration. The paper will also be posted on our web site
very soon at www.trafficincident.org

The Winter Meeting of the full ITE
Traffic Incident Management Committee is scheduled for Sunday, January
9, 2000 from 2 pm to 6 pm in conjunction with TRB in Washington, DC.
The meeting will be held at one of the hotel event venues for TRB.
The meeting room and agenda will be communicated prior to mid-December.
Our committee meeting will follow the TRB Conference on Traffic Management
& Planning for Freeway Emergencies & Special Events also scheduled for
January 9, 2000.
Please relay any issues or presentations that need to be included on the
Winter TIM Committee meeting agenda.

I have made contact with the IACP and they have some interest in knowing
what we are doing. They have a national highway safety group with 30
state and city police chiefs that meets quarterly. They have invited
me to speak at their next meeting about Incident Management Operations and
I will present them with an opportunity to become a member of the ITE IM
group. Any good material or information you can send me for them
would be appreciated.

The ITSA Standards & Protocols Committee - Interoperability Subcommittee
has drafted an excellent charter and action plan for review and comment at

The draft action plan includes a Top Ten List of priority issues that are
to be addressed by task forces of the subcommittee. The 5th item on
their Top Ten List is "CAD for Emergency Management" - a subject near and
dear to the hearts of several of us.
We will incorporate discussion of this draft into the agenda for our
12/7 1 pm (Central) ITE Traffic
Incident Management Committee teleconference. Comments on this draft
action plan are due 12/15.

Subject: Introduction & An Invitation
Dear ITE TIM Members,
I subscribed to the list only a short time ago and I wanted to
introduce myself and also pass along information about another list
many of you might find useful.
My name is Bernie Wagenblast and I recently joined TransCore where I'll be
involved in various ATIS, ATMS and outreach type projects. My
background is somewhat atypical in this field. At the start of
my career I worked in broadcasting and my introduction to the
transportation field was as an on-air traffic reporter in New York
City in the late 70's and early 80's. Following that I worked
for NYC DOT and helped establish their communications center.
For ten years I was at TRANSCOM, mostly as the Operations Manager, but at
the same time serving as the media spokesman.
Most recently I was the Director of Operations for SmartRoute
Systems' NYC office. As you can see my background is a mix of
traffic operations, media and communications. If my experience can
be of help with any of the topics that come up on the list, please feel
free to contact me.
The other item I wanted to mention is an e-mail list I manage
called Transportation Communications. As the name suggests,
the group focuses on news and information related to communications in the
transportation field. This includes all modes and covers topics such
as ATIS, ATMS and outreach issues.
The list currently has over 400 transportation professionals on it.
It's a low volume list, averaging one message a day. In addition to
serving as a news source, the list is also a forum where transportation
professionals may ask questions and share information with others in
the field of transportation communications.

ITS America holding Stakeholders Workshop on ITS Applications in the
5.9GHz Frequency Band
Given the challenges of guiding and supporting the development of DSRC
standards in the 915 MHz band, the U.S. DOT wants to conduct adequate due
diligence prior to investing in standards development in the 5.9 GHz band
(5.88750 +/- .0375 GHz).
In particular, U.S. DOT is seeking formal advice from its Federal
Utilized Advisory Committee -- ITS America -- on this subject. U.S.
DOT would like ITS America's advice to consider:
-- Whether there is a significant market for ITS products at this
frequency
-- If so, what the products and services in this market are likely to be
(possible examples: traffic control, access control, fee collection, CVO)
-- The probable time frames for product and service introduction,
domestically and globally
-- The effect on the domestic ITS industry of such introductions
-- The technical alternatives and their relative merits
-- The role of standards in developing the market for these products and
services
-- Whether traditional private sector processes are sufficient for
creating these standards in a manner and timeframe which protects and
defends U.S. interests
-- The specific public interests that would shape the role of government
in general and U.S. DOT in particular in the development of these
standards
-- The role which U.S. DOT should take in this area
ITS America has scheduled a Workshop to facilitate this process. The
attached documents include a background paper, the workshop announcement,
and registration form, which is being held December 16 (Full day) and 17
(half day in the morning) at ITS America. Rick Weiland is Chairing
the Task Force working this issue, and ITS America staffers Paul Najarian
(202-484-4137, pnajarian@itsa.org)
and Steve Keppler (202-484-4662,
skeppler@itsa.org) are providing support.

Thanks to Andy for bringing this article to light. One could assert
that this validates the need for a sustained federal interorganizational
peer dialogue between the Public Safety and Transportation communities -
for example, a "Public Safety and Transportation Coalition".
One could also observe that this article offers yet another wake-up call
to the ITS industry.
As always, I'll stand humbled and corrected as necessary.

Dear IMWGers,
You all may be aware of this already, but just in case,
Attached please find an article recently published in The Police Chief
Magazine of the IACP. It is in TIF format so you should be able to view it
with a viewer provided with MS Windows (on Windows 95 it is called Imaging
for Windows 95, developed by Wang).
It is an important article because it makes particular reference to the
IMWG and the distribution of an "unapproved draft standard titled, Common
Incident Management Message Sets......" It offers a somewhat critical
opinion that the public safety community should be concerned that the
standard being developed will have an impact on that community without any
real public safety involvement.
I think this should be a topic of discussion at the upcoming meeting
with particular actions identified to address the expressed concerns.
