1.  General Opening Discussion

  • John O’ Laughlin Executive Overview could/should "dove-tail" into Key Issues and Practices Series. There is a need to make Barry Churchill aware of this idea.
  • Dave Helman has additional IM issue areas that he will send to John Corbin for posting and committee review and comment.

 

2.  Liaison Reports

  • ITSA ESC: John Corbin will follow-up with Mike Ogden and others to keep ITSA ESC involved. Rob Puentes is also very interested in being involved in TIM (from ITSA).
  • ITSA meeting in May 2000 (in Boston) will likely have some higher-level discussions between public safety officials and transportation professionals. (Possible panel discussion)
  • Dave Helman is pursuing a "track" at ITSA that may accommodate a panel discussion on "Initiating a National Public Safety & Transportation Coalition."
  • TRB Fwy Ops: Phil Masters reported there was nothing new concerning the TRB Fwy Ops. John Corbin will follow-up and Peter Briglia on email. Ron Sonntag feels the TIM Committee has lots to offer the Fwy Ops. John Corbin suggests a session on model deployment cities for TRB.
  • ATA/NIMC: New sessions underway, nothing new to report. FHWA not interested in state of practice as opposed to strategy planning at local level.
  • ASCE Traffic Ops: Have not had management since TRB, nothing new to report.
  • AASHTO T.E.: Meeting planned soon, will have more to report at next meeting. (Meeting in mid-Sept.)
  • IEEE IMWG: Draft standard developed, will be sent October for ballot. (IM message sets standard) Next meeting scheduled for December 13 - 15 in New York City.
  • I-95 Coalition: TOC Leadership meeting concept will be part of coalition meetings in near future. Coalition has draft IM Goal that will be discussed further.
  • GCM, Phoenix, Houston are additional considerations for liaison participation.
  • Suggestion to include TRB law enforcement committee to liaison groups even though most of committee members are not law enforcement.
  • Dave Helman to send list of other liaisons to John Corbin or Ron Sonntag. This will include target contact names.
  • SAE has finished all MAYDAY standardization and has published the standard as US Std J2313. A meeting will be held at the end of September in Germany with other worldwide vehicle mayday manufactures to discussion how to best harmonize international use of these messages and their use in incident management. Kelley will attend and report back.
  • Action Item: Verify status of ITSA Deployment Strategy. Possibly distribute revised draft to TIM Committee. See ITSA website for recent copy.

 

3.  Action Plan Status

  • Informational Report Outline has no new status other than that the report will likely be an annual update on TIM activity status and action plans.
  • TIM Reflector/ICDN Integration: Began discussion of how archiving might be done.
  • Key Issues & Practices: John Corbin will contact for update.
  • 7.22.99 Traffic Operation Center Leadership Conference minutes will be available on the website soon.
  • TIM Peer Network Support Proposal: Steve Cyra will draft an outline of proposal for review and comment by next TIM Leadership meeting.  Steve Levine will also assist.
    • FHWA will not likely be directed to ITE ITS Council (J. Lindley, Russell Houston)
  • Transportation/Public Safety Coalition Proposal previously discussed, John Corbin will post draft statement on website and e-mail reflector.
