1.  General

  • National ITS Deployment Strategy Discussion:  no additional comments from participants

 

2.  TIM Liaisons Reports

  • Liaisons are listed on web site
  • Need liaisons for the following initiatives: Phoenix, NY MDI, San Antonio
  • NYMDI is more of ATIS initiative than Incident Management. Steve Levine offered to follow up as point of contact with TRANSCOM being the appropriate contact for Incident Management. Steve Levine will also contact TRANSCOM.
  • Henry Wall to be contacted by John Corbin for contact in Maricopa County.
  • Steve Cyra will follow-up and contact Brian Fariello as a point of contact for San Antonio MDI.

 

a.  ComCARE - Jeff Hannah

  • 911 Bill to be universal Emergency number
  • Passed House and Senate
  • State planning grants (proposal) to pull appropriate people in planning to coordinate communication issues (potentially provide up to $5 million per year nationally).
  • National MAYDAY readiness
  • State planning conferences to demonstrate value to stakeholders of integrating communication technologies (i.e. enhanced 911 initiatives, wireless, etc.)

b.  TMC Users Group - Jay Obenberger

  • Will be developing Steering Committee that will help identify specific actions. Target for this will be January (TRB).

 c.  ITSA - Emergency Services Committee - Tim Kelly

  • No new information to report.

 d.  ITE ITS Council - Steve Cyra

  • No new information to report other than TIM should provide informal updates to the Council since this committee is part of ITS Council.

 e.  TRB Freeway Ops - Ron Sonntag

  • Nothing new to report, especially relating to the Annual Incident Management Workshop.
  • Reminder to be sent to "offer" support of the TRB event.

 f.  ASCE - John Corbin

  • Nothing new to report.

 g.  AASHTO ATS - Barry Drogin/Jerry Werner

  • Summer meeting update discussion
  • Procurement Workshop and discussion
  • VMS to be first NTCIP to be tested (in Illinois)

 h.  I-95 - Steve Levine

  • Will meet November 3rd to discuss work scopes for Incident Management support and services.

 i.  Houston - Tim Kelly

  • Continuing work, nothing new to report.

 j.  GCM - John Corbin

  • Developing Traffic Incident Management Program development course to supplement NHI I.M. Course.

 3.  Action Plan Status

a.  Biennial Report (Mike Ogden)

  • Draft outline developed and will be distributed to committee leadership for review.

b.  TIM Reflector/ICDN Integration (Jerry Werner)

  • TIM email discussion group now reflected on TIM Committee website and ICDN.
  • http://www.itsonline.com is a read-only version of the email discussion that is automatically updated as new messages are posted.
  • Suggest posting a "topical" question on occasion to facilitate the use of the discussion group.
  • Quick replies such as "received message" should be avoided. The intent is to have responses that are meaningful to the issue at hand.
  • A decision should be made to "separate" "housekeeping" messages such as TIM leadership agendas, needs further discussion, revisit in month or two.
  • Calendar may be option to post. To handle some of the TIM "administrative" functions.

 

  c.  Key Issues & Practices Series

  • Dallas event report (Mike Ogden)
    • Provided presentation on TIM, website, goals/objectives, other web-based opportunities of I.M. issues.
    • Well received by conference attendees.
    • A dozen people who would like to be involved (Mike will forward names).
    • Additional information to be forwarded for possible posting on website.

d.  TIM Peer Network Support Proposal - Steve Cyra

  • A Draft has been prepared, and will be forwarded to leadership group for review and comment. Near final draft targeted for distribution to appropriate people at TRB.

 

e.  Transportation & Public Safety Coalition Proposal - John Corbin

  • A draft proposal has been prepared and will be forwarded to leadership for review.
  • Suggestions were made to incorporate and update on TIM activities at ITSA 2000 Annual Meeting.
  • Executive Panel Session is also under development.

4.  TIM Topical Areas

  • Deferred until the next meeting

 

5.  TRB TIM Committee (3 hour meeting recommended)

  • Sunday afternoon , 1st choice (1/9/2000); Monday morning, 2nd choice (1/10/2000)
  • Possible agenda items for TRB TIM Committee discussed
