Committee Objectives

  • Involve a diverse group of traffic incident management experts.
  • Promote ongoing development of local traffic incident management programs.
  • Aggressively administer a Traffic Incident Management Network for national committees and working groups.
  • Support the USDOT in tracking and inventorying local traffic incident management programs and traffic incident management practices.

Proposed Actions 

Establish a Sustainable Traffic Incident Management Network
Identify and coordinate available resources to support a sustainable national peer network for traffic incident management professionals and their national committees and working groups.

  • Complete a multi-organizational resource matrix for TIM Network activities by 5/00
  • Update Committee web site provisions and webmaster responsibilities by 8/00
  • Develop a facilitator scheme and schedule for the TIM email discussion group by 8/00
  • Identify TIM Network administrators and responsibilities by 12/00
  • Enable the TIM Network to serve as a resource for ITS standards development activities
  • Expand TIM Committee liaison linkages with the Public Safety & Emergency Service Community

Coordinate the Key Issues and Practices Series

Continue teleconferences, videoconferences, webcasts and other events to collect and share expertise on specific traffic incident management topics, issues, and practices.  Focus areas may include safety patrols, crash investigation sites, incident management legislation, TIM program evaluation and measures of effectiveness, public awareness programs, TIM training and education programs, and others.

  • Support the ITE International Conference Roundtable Meetings by 4/00
  • Initiate and provide an email summary of a KIP teleconference by 6/00
  • Support a KIP event in conjunction with the I-95 Coalition by 8/00
  • Co-sponsor the ITS Forum and Midwest Transportation Ops Research Conference by 10/00
  • Support a KIP event in conjunction with an activity in Texas by 12/00
  • Co-sponsor the TRB Incident Management Conference by 1/01


Initiate a National Pooled Fund TIM Research and Training Program in Partnership with USDOT

Support the USDOT FHWA Office of Travel Management in developing and administering a national TIM Research and Training work plan to incorporate the following actions

  • Inventory needs of local TIM program leaders
  • Collect and categorize TIM best and worst practices
  • Track local TIM program status and issues
  • Develop a training course for local TIM program leaders
  • Develop the proposed National Public Safety & Transportation Agenda
  • Support development and evolution of the National Transportation Research Agenda

A pooled-fund resourcing scheme will be explored through a sequence of activities.

  • Obtain a summary of relevant initiatives from FHWA-OTM by 8/00
  • Prioritize potential work plan items with FHWA-OTM by 12/00
  • Collaborate with FHWA-OTM to formally propose the work plan within the National Dialogue on Transportation Operations by 5/01
  • Complete development of a pooled-fund scheme to support the work plan by 8/01.
